What are Precursor Chemicals?
Precursor chemicals are used in the production of controlled substances. They are also used in consumer goods such as pharmaceuticals, fragrances, fertilizers, and more.
Precursors are often diverted from consumer goods to the illegal manufacturing of controlled substances. The Controlled Drugs and Substances Act (CDSA) enacted in 1997 put them under regulation, and new amendments have since been proposed to the regulations in light of the Toxic Drug Crisis, focusing on curtailing production and distribution of unregulated fentanyl.
Who is Granted a License?
Licenses are granted under the Precursor Control Regulations (PCR) as outlined in the Controlled Drugs and Substances Act (CDSA). Those who are granted a license are certified under strict requirements by the PCR, including appropriate security measures and thorough inspections.
